About this course

The course will give a holistic overview of the characteristics, development and design of public sector services and their implementation. This course provides an overview of current e-government challenges and trends and introduces the life cycle of e-government solutions. The life-cycle is structured around 5 main phases such as (1) initiating and planning, (2) budgeting and financing, (3) implementing and managing, (4) operations and maintenance (5) controlling and monitoring. Real life examples are presented and discussed during the course.

NB! This course will take place in autumn semester 2024/2025 which starts on 2nd of September and ends 26th of January (you can find that information under Start date section). The real course start and end dates will be announced at the beginning of September at the latest.

Learning outcomes

After completing this course, the student:

  • identifies different methodologies to describe and analyse e-government services and their design and implementation activities;
  • provides an overview and understanding of different concepts of service design and development in the public sector;
  • describes decision-making processes associated with different values, organisational structures, and public sector market characteristics;
  • creates design and implementation plans;
  • discusses about principles of performance measurement and applicable indicators;
  • possesses overview of the practice of implementing e-governance;
  • applies the business components of digitisation of services and can create the necessary business model in the context of digitisation and better implementation of services;
  • understands the key challenges for the public sector and related development activities in the governance of the digital era and applies an entrepreneurial mindset to address these challenges.

Examination

Final assessment can consist of one test/assignment or several smaller assignments completed during the whole course. After declaring a course the student can re-sit the exam/assessment once.
